Originally from Birchgrove, St. Andrews in Grenada, he joined the Grenada Police Force in 1956 and was a constable for 13 years. Beginning in 1969. he was promoted from Corporal to Sergeant to Inspector and then to the commissioned rank of Assistant Superintendent in 1973.  He played a key role during Gairy’s reign of terror in 1973-1974.

Despite the ruling of the Duffus Commission of Inquiry that he be excluded from holding any public office, Belmar ran for and won a seat in the 1976 General Elections on a GULP ticket.
