Beginning in 1969. he was promoted from Corporal to Sergeant to Inspector and then to the commissioned rank of Assistant Superintendent in 1973.\u00a0 He played a key role during Gairy&#8217;s reign of terror in 1973-1974.<\/p>\n<p>Despite the ruling of the Duffus Commission of Inquiry that he be excluded from holding any public office, Belmar ran for and won a seat in the 1976 General Elections
